You can check this thread on Bannister and look for the answers yourself. But basically it's a teamwork process of documenting, decapping, photographing, visually dump its content, building a LCD mount to turn on all the segments, scan LCD and background, vectorize LCD screen, label segments, turn it all to MAME artwork and finally add to the driver.
MAMEdevs will correct what I'm saying, but unless I'm mistaken it's easier to do if it's a destructive process, if you want the games returned I think it takes some more time to process. I'm sure someone else will fill you with better details.
