I'm betting that your old setup was either using...
1) An ATI based card with the CRT_EmuDriver (modified Catalyst drivers).
...or...
2) Soft15KHz with a compatible video card.
You could do the same thing with your new computer if you wanted, but an ArcadeVGA is definitely easier to set up. The only downside to an ArcadeVGA is that it only supports about 30 custom video modes, whereas the two solutions above can support 120 or more modes. That's the trade-off, really.
I'm not sure what version of MAME your old system was using. It's likely a build of either CabMAME or GroovyMAME. You should use one of the two in your new system for best results.
If you were happy with the old setup (other than the size and age of the computer), then you should spend some time digging to figure out how it was set up (or ask the person who you purchased it from) so you can duplicate that in the new system.
