dkong not reading HLSL settings?

No matter how I change my HLSL settings in dkong.ini, Donkey Kong doesn't read them. It just shows up with scanline_alpha set to 0.75 and everything else set to the HLSL defaults for mame -cc.

Anyone else have this problem?
