All these paths in: set path=d:\mingw\mingw32\bin;d:\mingw\mingw32\opt\bin;d:\mingw\mingw32\Qt\bin;C:\WINDOWS\system32;C:\WINDOWS
are needed for compiling MAME.
"d:\mingw\mingw32\opt\bin" is needed for Python to compile for example M6502 CPU.
And the Windows paths: C:\WINDOWS\system32;C:\WINDOWS
did you need to start Windows programs/tools in the command prompt.
